FAFT GAFI - Outcomes Plenary October 2026
The fifth Financial Action Task Force (FATF) Plenary meeting under the UK Presidency of Giles Thomson was held in Paris from 28 to 30 October.
In response to the FATF Ministerial Declaration of April 2026, the Plenary agreed to accelerate the effective implementation of FATF Standards on virtual assets in jurisdictions with significant VA activity, in view of the growing risks of money laundering, terrorist financing and proliferation financing.
The Plenary approved a landmark report identifying the fight against fraud and scam compounds as a global priority, as part of the FATF Roadmap on combatting fraud under the UK Presidency. Further work will follow, including a broader study and recommendations on the use of FATF tools to tackle fraud.
The FATF also agreed to remove Bulgaria, Côte d’Ivoire, the Democratic Republic of the Congo and Monaco from the list of jurisdictions under increased monitoring, following successful on-site visits, and updated its statements on monitored jurisdictions and those subject to a call for action.
Finally, the Plenary adopted the mutual evaluation reports of Mexico and the United States and agreed to introduce tailored assessments for low-capacity countries, to support the prioritisation of high-impact reforms
